NME 's Hannah Mylrea described the track as a "jangly cut" with "upbeat production and warm, nostalgic beats". Lyndsey Havens of Billboard remarked that it is one of the few songs on Changes "that strays from more traditional-sounding R&B". "Forever" is a trap song set in the key of C ♯ minor with a tempo of 136 beats per minute. Clever recorded his vocals in Gadsden at GAD3 Studios. On February 5, 2020, Bieber revealed the tracklist for Changes, which confirmed the collaboration on the song and revealed the addition of Clever, which was previously unknown. The title of the song was one of the names being thrown around as a possible title for the new album, which Bieber had gotten the word tattooed on his neck in January 2020. Bieber and Malone previously collaborated on the latter's single, " Deja Vu", the third single from his debut studio album, Stoney (2016). Bieber had completed his vocals for the collaboration and was waiting on Malone to send his vocals. On January 3, 2020, the same day that Bieber released the lead single of Changes, " Yummy", TMZ reported through an article that Malone was among the featured artists alongside Travis Scott and Kehlani to appear on Bieber's then-untitled and then-upcoming album.
